Abstract

The study intends to determine a learning environment for the skilled workforce which is the stimulating factor for growth of the urban areas. Middle class is better educated, more organized and has more effective voice seeking services from the government. The study also recognizes the more effective interactive ways for stakeholders towards development of the urban areas. Using the Delphi methodology, 19 people participated in first round of the survey to determine more effective methods of interaction for the stakeholders and the role of social classes. In the second round, the proposed ways were used to design a model of citizen’s role in a learning environment. In order to achieve the research objectives, statistical data analysis, both descriptive and inferential, were conducted. The validators confirmed the content validity of the instruments and thus was improved before using as the research tools. Reliability score with Cronbach's ? that was greater than .80 which confirms a high level of reliability.  Results of the study reveal that there stands a need for shaping up the society’s e-participation in learning involve self in design culture for better services. Middle class forms the largest part to create a learning culture and the rest is expected to  automatically respond to the ICT innovative tools. Findings of the study tend to confirm that a cooperation-based level of interaction is supported for urban development.
