Reading in the target language of English is a skill which faces negligence in Pakistan, and resultantly lacks room for development. The problem of poor reading skill cannot be addressed properly unless its magnitude and nature are understood from the learners’ point of view. The present study focused on investigating the problem of poor reading skill from the learners’ point of view. This study revealed that consistent dependence on old traditional translation method and overlooking of learners’ needs in the English language teaching have led to poor development of reading skill in English as a foreign language inside Pakistan. Other obstacles, leading to deficient reading skill in the target language of English include overcrowded classes, unhygienic classroom atmosphere, and faulty system of examination and non-availability of required facilities. This study enlightens us in pinpointing to us the shortcomings existing in our learning teaching system of English as a foreign language, most particularly in the field of reading skill, and in their correction for making the project a success. It guides us in redefining the objectives of English language teaching at secondary level and in developing a comprehensive English language course, catering to the needs of the learners.
